Before solving this puzzle, we don't know what shelf the galoshes, sandals, and pumps are on (facts 12 and 13). But if the huaraches, oxfords, and loafers were on the top shelf, the galoshes, sandals, and pumps would have to be on the bottom shelf. Why? Because there is only room for five pairs of shoes on a shelf. It would be easier if there was a fact like "The galoshes are not on the same shelf as the huaraches."
